Sorry if my question will sound stupid, but I’m not

programer nor got experience in Operating systems etc…:) With more and more Banks and Governments talking about digital currency and using blockchains etc, would they need an operating system, such as Cartesi, to implement their plans? I imagine it would be not possible for them to do this without proper operating system or am I wrong? Thanks for your answers:)
