official partnership necessary between app and Flexa? Trying to figure out who will be doing the heavy marketing in this case to let people know this is an option and reach adoption. With SDKs the partners (ie NCR, Incomm etc) are reaching out to merchants on behalf of Flexa, and with App SDKs, grant recipients are also marketing/reaching their audience for adoption.

No specific app partnership required for Payment Links, but I'd say it'd still be the merchants doing most of the marketing since Payment Links would only be available at Flexa-enabled merchants. Plus it's the merchants who are saving money, avoiding fraud, etc. Same principle as with the SDK. The merchants, and by association, NCR, Incomm etc. all benefit when a user spends with Flexa, whether that's via an app that's integrated the SDK or via Payment Links.
Although great, that's not going to reach mass adoption 🤷🏼♀️
Merchants doing the heavy lifting makes sense, in times of recession you position yourself as merchant well by employing efforts into more marketing to capture market share and awareness, so this would be the time. With SDK its Incomms/NCRs of the world communicating options to the merchant, are these the same players communicating Payments Links to the merchants so they're aware this is something they need to not only implement, but also market to their consumer base?
