The whitelist requirement was created as part of the initial implementation of Curve DAO. It imposes a requirement that any contract wishing to interact with the DAO must first pass a vote of approval by the DAO which includes the right to lock CRV and to participate in DAO governance.

i understand the locking crv part but not sure if I understand partipication in the dao. we cant do that outside of whitelist?

an example would be... we whitelisted the convex contract so they can use their locked FXS (inveFXS) to vote in our governance system. if curve whitelist us then FRAX protocol can vote in curve governance. this voting power could be used to vote for things that are in FRAX's interest.

hmm i always thought convex could always vote without that... but i guess I would need to look into the contracts. cause me as an individual can vote without being whitelisted
