Celer has no native chain?
The SGN (Celer Network's sidechain) is built on Ethereum and in order to participate directly on the SGN you need ERC-20 CELR. But BEP-20 CELR also exists that can be staked on Binance.
I see, but how celer can offer low transaction cost (as stated of the website) if they're running under ethereum network?
This is achieved through a custom hybrid rollup solution based on optimistic rollups. Similar to how fees are much cheaper on other layers 2s like optimism, starknet, or arbitrum.
