What is the point of being Decentralization when it cannot maintain the ecosystem? On the other hand, this situation is not supposed to be permanent, you can transparently lock the tokens in a contract, for example for 4 months, then convert them to btc after they are unlocked.

I guess Yuri was talking about some kind of voting beforehand, what's more, the tokens cannot be just unlocked from the sc, but via swaps only. So the team is supposed to have a huge part of NSBT/SURF locked to do that.
