Land rating will stack and go up, to give a "decaying" effect on other land that does not boost so let's say land A boosted 0.03% 10 times over 10 boosting count, it will be at rating of 100.30, instead of 100.03 to note that the rating does not re-initialize back to 100.00 after the boost expires, the expiry of boost period is basically allowing you to boost that particular land (and all slots for that land) again
