an explorer and all historic transactions lost.

Is that an accurate assessment???

Not today but in a few years maybe? Might not matter but it's s possibility. Will a bootstrapped node sync everything from the date of last snapshot or will it creste new snapshots every X blocks?

Theoretically possible, that is why parameters are conservative. Do not see how to enforce store blockchain anyway, in all the protocols that is not rewarded and not enforced
