This is interesting question, as even in 2022 the answer would be "no", in the presence of heavy mempool transactions slowing down some miners sometimes. Now maybe would be safe, but better to have security buffer anyway. Please note, 15 sec block delay in ETH was not secure choice, as 2016 attacks shown.

Changing block time would break a lot of things, e.g. monetary policy , NiPoPoW proofs etc. Hard to review them all even
