NXRA can’t be mined. The supply been minted at the token contract creation with parameters such as vesting contract etc…

Of course it is! Staking is a set amount of minted tokens into a contract with tokens release rules or distribution parameters set or coded into this contract. That is for tokens with a fixed supply set like NXRA 👍
