more pressing, relevant question we all have: "Does AMP even need the US to succeed?"
I think they do - they would need to exit US completely as in all employees, databases, and even change of citizenship ... and none of that is worth it - they are doing the right thing to lay low until there is enough clarity for all the needed partners I say this because SEC claims to have jurisdiction over ETH on account of so much of its infrastructure being in the US. AMP Team not in a position to take a chance on getting full wrath of US government. I do hope there is some creative use that comes out of AMPERA or Lightning collaboration that is overseas and somehow causes no issue for the US regulators. Sadly there is a reason dropped by so many multiples. It has performed significantly worse than majority of Top 300 coins since bear started.
