I think this is not totally true without explaining and understanding that number. AFAIK cspr.live shows the theoretical maximum APY where I think casperstats.io/stats shows the real achieved APY. It's like "we got an APY of 10.15% out of possible 10.70%". Right now there are still some network issues which are affecting rewards for all validators.
