What is the downside of this as well?

Not enough empirical data yet to know the real downsides since it hasn't been used at scale. But a possible downside is that the token would be locked up In order to occupy state. It does however result in perfect management of bloat since there's a direct cost per byte of data stored on the network, so useless data would get pruned
