If the transaction completed on chain, it’s not the chain. Delays, yes, as noted the sharp ramp up in transactions along with very low snark fees collided. But if transaction completed on chain but not reflected by CEX, that IS CEX issue.

I didnt say CEXs fault. I said, "If your transaction got 1 or more block confirmation, that means your transaction completed". Thats the blockchain. If there is any confirmation, that means your tx is completed.
