there are non-mining nodes as well, in Bitcoin the most of nodes don't try any block generation, they count as "zero hash rate" but at the same time they don’t accept blocks which violate the rules e.g. spending already spent

as for "forgetting" some tx in a block, it isn't possible without upgrading nodes to ignore the existence of that block or something like
