It can be implemented at an app level right now using viewing keys, there's a decent outline here: https://forum.zcashcommunity.com/t/rfi-zcg-coin-weighted-voting-proposal/42341 The advantage is that it can be built quickly relative to protocol level voting. The disadvantage is that the disbursement of funds would still be centrally managed. the challenge would be finding a solidly trustworthy manager with minimal regulatory baggage to honor the vote outcome. Protocol-level voting and disbursement (a la Decred) would be way more solid, and removes the regulatory/trust angles. But it would likely take years. I, personally, am tired of waiting years for things
