LTV is fixed. Unless Chaoslabs proposes a change like in the case of BNB that was increased from 75% to 78% recently, it remains fixed :)

Is it fixed at 78% now? So every now and then devs will make minor adjustments to reflect the market and stability of tokens?

Yes. All the LTVs are fixed. Until our risk parameter analyst sees a need for change, it remains like that. :)
