Flox incentives are given to popular contracts and governance approved assets. It's difficult and expensive to game using bots because in order to get the most Flox incentives your contracts have to be on the most popular in the network, meaning most other addresses have to also spend most of the gas on that contract. It's very expensive to game that because other people spending gas on real dapps like AMMs, lending, bridges etc wash out how much you earn by faking transactions.
