I'M watching Dodger's zconv video, and I just realized when

he talks about the "community" and what the "community" wants, he means ZCAP, a panel of 188 persons, administered by ZF themselves

So that left me wondering: how and who exactly is going to have the final say regarding the DevFund decision?

Does it have to be a consensus between the ECC and ZF?

I agree with Dodger in that the community should hold the final decision, but I certainly don't believe 188 "pre-selected" persons can give us a representative answer on what the zcash community as a whole wants. Especially when the criteria to join ZCAP are, amongst other things, being grant recipients, and being friends with grant recipients. Might as well ask fishermen whether or not we should ban fishing.

As I'm typing this message 258 persons are online in the telegram group, maybe we should do a poll here and compare the results?

Or would it be possible to allow ZEC holders to vote? I found an old 2021 thread about expanding ZCAP, and the last message was a suggestion to allow ZEC holders to participate. Coin weighted voting has been done before, why not do the same again?
