To give you some history, back in 2021, Ethereum Network did on of it's updates that was supposed to decrease gas fees. However, this particular update increased gas fees by over 50x for contracts that call the sload function. Hex is one of those contracts. This killed people who staked smaller anounts because the fees were higher than the value of the stake. From this event, PulseChain was born. So yes, many stakes are left to bleed out on Ethereum Network because even under low gwei, the cost to end the stake is too often higher than the value of the stake.
