Not yet, and here things are heavily dependent on whom ErgoDevs are going to launch SigmaChain(s) with. I think better to get it done with external partners, for unbubbling on all the levels at least

Sigmachains have some framework I believe. Within that framework what is the fastest block time available to still keep all sigmachain properties. If my question makes sense at all? Maybe it does not
This is a very good question, which is worth a couple of papers when being considered in details, I suppose. For example, we can't do Kaspa a SigmaChain as the network could be easily spammed then. Currently they are going towards verifying ZK opcodes (pairing I guess), but even that could easily be problematic for their superfast blocks. I think a slower (eg. blocks every 15 secs) SigmaChain would help there (so a slower sidechain for contracts).
