Regarding mining: Can the blocks sometimes be less then full;

Yes, miners can always generate new block candidate for same height with new / additional transactions. As each hash with a new nonce is separate solution attempt, there is no “lost progress” from generating a new candidate in between blocks.

The responsivity for creating a block candidate will be moved from the pool to the miners in Lithos... Its in Ergos best interest that this block candidate are up to date and not censured or changed to much to benefit the individual miner; for instance the miner could make more room for storage rent or something I dont know. There are requirements what is include in the block candidate right? Its so interesting this stuff.
