If approved, this VIP will perform the following actions:
BNB Chain:
1. XVS Buyback Allocation: Send the 79,822 converted XVS from the XVS Vault Treasury to the XVS Store, for the new XVS vault rewards.
2. XVS Vault Speed: Set the new XVS Vault reward speed to 1,500 daily XVS.
ETH Mainnet:
1. XVS Buyback Allocation: Send 22,577 XVS from the XVS Vault Treasury to the XVS Store, for the new XVS vault rewards.
2. XVS Vault Speed: Set the new XVS Vault reward speed to 240 daily XVS.
Arbitrum:
1. XVS Vault Rewards for Arbitrum: Transfer 4,500 XVS from the Venus Distributor on BNB Chain to the XVSStore contract in Arbitrum, in preparation for the next quarter following the Arbitrum Deployment Proposal.

What vault apy will we have for the q4?
It's estimated to be down to about 7%, which is getting more and more disappointing.
I was glad to see this, as it should help store the value of the XVS tokens already accumulated.
This meas prime on Arbitrum Will be next quarter?
Prime will launch on Arbitrum this quarter, likely this month
Can't we make the treasury allocation flexible such that when the allocation for a quarter is this low, we allocate upto 60 for the xvs vault and prime and 40 goes to treasury. This becomes dynamic and strives to achieve around 10% APR. My thoughts!
