We don't know how the political landscape will emerge around DLT integration. The BIS and Quant aren't a single entity. International sanctions affect many businesses, that's their intent, but doesn't prevent them from succeeding.

Also I would take such reports with a grain of salt. During the second world war, representatives of countries such as germany, france, england and the usa met at the headquarters of the BIS in basel, switzerland, while bombs were falling a few kilometers away...

that's not why the bi's stepped away. They stepped away because they are satisfied that it works and is the way forward therefore they don't need to stick around and wait when they already know it works
Doubt the west - who have blocked Russia from swift, Mastercard, visa etc - are going to allow them to use a western based service that provides interoperability for their cbdc to circumvent sanctions. So essentially any tokenised system that is linked to Russia will no doubt be off limits to quant. In other words quant can only work with European and North American countries. Seems like a huge limitation

Quite a few regions missing in your list. Why only northern America and Europe? Lacchain is south america and quant is part of it. Then we have asia and africa. So what huge limitations? Of course even america and Europe are a big enough market, there lies the most wealth. But quant is in no way limited to these two regions.
Yeah, aware of LAchain however the whole point of interoperability is that it will be able to connect all CBDCs and tokenised assets with one another. So if the Latin American countries say they want to be able to connect to the outside world but quant tells them that the British government has banned them from working with certain countries/central banks then quant will not be a viable solution.
Quant's work and use-cases are extremely multi-faceted.
And that's just not how sanctions works, if they would do something like that. Sanctions are mostly coordinated through the usa, especially industry sanctions. If the Latin country would go against it, they would lose their connection to the usa/Europe too. Seems not like the best deal. And I doubt any uf us here has enough informations and knowledge about such topics like sanctions/legal liabilities to really start a discussion here. We know that quant works closely with regulatory institutions, we know that quant has many use cases and not only cbdc like I think many are focused at the moment. We know that Gil wouldn't endanger gis vision lightheaded.
