I just described it in the last message: if the community shows support for forum proposals, this is followed by a Snapshot vote. Once the Snapshot is successfully voted on, it proceeds to the VIP stage. The time intervals between these steps depend on whether each stage is already prepared or still pending completion by the developers or third parties.

We have a community wallet and a group of community members who delegate their voting power. Apart from the support messages on the forum, VIPs are decided by the collective decision of the delegates with enough votes.
