for Moonriver? Are you not afraid of bad actors impacting the chain ? Or do you plan to introduce it with a future upgrade ?

if you become an active set collator but then don't produce blocks, those blocks will be skipped and the chain will move to the next collator to produce a block. so yes, it harms the network in the sense that throughput and liveness are worse, but its a different kind of problem than including invalid tx. you also don't get any rewards if you do this. so the idea is that wanting to get rewards will be the incentive to do a good job as a collator. we wanted to try it this way and see if this would result in good performance for the chain. slashing could be added if it is needed, but it will make everything more complicated, so hopefully this is not needed.
