chosen via votes from the community

So does that mean that the GB's can change with each vote and the 27GB'S are more fluid instead of always the same 27 forever?

Actually also, So how do the initial GB's work? They are initially chosen when mainnet is not live and people are not allowed to delegate votes yet

The initial GBs have been in discussion with the team or have been considered/added to the list. People will have the opportunity to delegate votes. Team looks for certain qualities and GBs get filtered by team and community. It's not a one time filtering process.

The top 27 GBs are determined by the number of LGCY delegated to them (votes). It's a live network and dynamic. It's not a static list.
