Or are you asking the reason for the 1.3.4 upgrade?

I need to add that to the repo under release-1.3.4 and get it out. I've been working all today on getting the 1.4.0 release buttoned up for testing and helping validators get their nodes back caught up. I'm going to try to get that synced up this weekend.

I don't understand why the exchanges don't implement proper errors against the node they are using for RPC. They should have a list of nodes to use and not shut down for a 2-3 min upgrade. But I'm not running exchanges. Maybe upgrades on other blockchains are messier, I have not worked with many.
