As a user, there's no cost to run a Holochain app. As a developer there's no cost to build and run Holochain apps. As a developer who would like their app to be available over the web (user does not have Holochain installed), you would pay Holofuel to hosts. An app using Holo hosting may or may not charge their users to cover hosting costs, depending on their business model.
