The ratio won’t be a fixed one. The amount of GLMR that you’ll receive per DOT locked will depend on the total amount of DOT contributed to our crowdloan. Same as happened with Moonriver crowdloan rewards

no, it's not possible because there is no way of knowing how much DOT will be contributed in total. The rewards are proportional to what contribute vs total contributed.

There will be a minimum ratio due to the dynamics of the hard cap, but it will likely be a poor indicator of actual DOT:GLMR since that is highly dependent upon number of contributors
