Because Hex is a token that sits on a blockchain (Ethereum) but Pulsechain is a blockchain fully loaded because it is a snapshot (copy) and fork of the Ethereum chain. It will be faster and way way way cheaper to use than Ethereum. Hex hasn't moved because of sellers dumping and Eth gas fees are stopping people coming in with smaller amounts.
