because the foundation doesnt want a cap - so in order to virtually place no cap they have to put an arbitrarily high cap number on chain since every team is obliged to submit a cap to the crowdloan.

think about the alternative though - if there is a cap there is no way to guarantee a whale wont swoop in and take the entire allocation themselves once the crowdloan opens.
