It's not speculation. On the Diamond Atlas picture, it says that the 28% is only true if you instantly switch the USDL for LGCY. Considering it gives 28%apy on the LGCY value, it means that at the time you receive the USDL, it is worth 28% of the staked amount. Switching it instantly in LGCY means you get 28% extra LGCY (so 28%apy), no matter the price of lgcy on staking ends. Example: say you have 1 lgcy. LGCY 0.01$: receive 1M*0.01$*0.28= 2800 USDL. Buy lgcy with the 2800 usdl -> 2800/0.01= 280000. 280000 is 28% of 1M Lgcy 5 cents: receive 1M*0.05*0.28=14000 USDL. Buy lgcy instantly (same price) : 14000/0.05=280000 which is 28% of your staked amount (1M)
