15 votes are needed to pass a proposal. It won’t work with only 5 votes. It won’t work that way. 27 GBs will be up and running just give them time. 27 GBs / 3 different branches / decentralized governance.
Yes, 15 votes can pass a proposal. It’s not based on a year or time. It’s based on the governance system regardless if it’s 1 month or 1 year
