ETH network fees are outside the control of Bancor. Once v3 launches it will address gas fees, the plan is for L2 solutions to also be introduced/integrated. Do watch the space here and on https://t.me/BancorNews and the weekly Community Calls for more updates on this.
will there be a v2-v3 bridge that will be cheap to use or will all users need to withdraw from v2 eventually?
There will be a 1-click migration for your positions in each pool to v3 to keep gas costs to a minimum. See all the details so far announced here: https://blog.bancor.network/introducing-bancor-3-962a3c601c25
