DOT and Cosmos are multiple blockchain ("multichain") networks. They're a network of multiple blockchains. So is SKALE. There are several fundamental differences, though. Cosmos and Polkadot chose to start their own ecosystems, while SKALE decided to have its multichain network directly on Ethereum itself and natively in the Ethereum ecosystem. Architecturally, Cosmos and Polkadot both have a central chain (called "Hub" in Cosmos, and "Relay Chain" in Polkadot) serving as the connector of their multiple blockchains (called "Zones" in Cosmos, and "Parachains" in Polkadot). There is a limited number of blockchains (Zones/Parachains) that can be connected to the central chain (Hub/Relay Chain). There is no central chain connector in the SKALE Network, and there can be any (unlimited) number of SKALE blockchains connected peer-to-peer to each other and to the Ethereum Mainnet.
what is the downside of skl compared to polka and cosmos? would it be size? structure? people?
