Thats what they should comment on the PR then. I don't see any reason why you would leave PRs uncommented for more then a day, especially because there is not that much activity anyway. But looks like team does not care at all to keep their github clean since there are open irrelevant PRs created more then a year ago.

I just had a look at the developer's channel on discord and seems like someone has asked about it a few days back. And the team did reply to him on that not sure if that's the same above guy or not. But here's the response of the team on that. "The Upgrade ibc version need soft-fork that we need a plan to make sure upgrade is smooth and without downtime (We are working on each possible way now)".
