I am confused . I thought Tezos have on chain

governance. Why is it a problem when bakers run old version ? Than it is the same problem what all other chains also have

With a hard fork, the block producers who don't upgrade keep producing blocks following the rules of the old protocol and this causes a chain split. With a self-amending blockchain like Tezos, they simply stop producing blocks. So not upgrading causes much less harm but having the chain halt or slow down is still something we all want to avoid.
