I am asking bc one of the most valuable “assets”

in blockchain (one of the fastest growing industries known to mankind) are devs. And there is huge demand. I was thinking Casper sees this and wants to help also non-devs getting their projects done on chain without the neccessity of contracting pro devs. Right or slightly off? :)

I think it's slightly off, the idea is to streamline the experience for users and to minimize interaction with technical part of the Blockchain. Not necessarily to be able to deploy their own NFTs and Smart contracts. It's still possible to build 'drag and drop' tools for NFTs and Smart contracts for the everyday user on Casper but we're not there as the ecosystem is still growing and foundational tools to create a robust ecosystem are just coming onboard. Further down the road when these features has been fully fleshed out things like user-enabled smart contracts, DeFi and NFTs would be a reality.
