It is the percentage of bonded tokens that casted their votes so far. It needs to have at least 40% quorum for a proposal to be moved forward.

If your validator doesn't vote or you wish to vote differently to your validator then by voting your vote overrides the vote they cast on your behalf

They haven't voted on the last 10 proposals so seems unlikely they will. You can see the recent voting participation on the validators tab of Mintscan

You can still cast the vote yourself, but I do suggest users consider a validators voting record as one aspect when choosing a validator and depending on your point of view you might choice to support validators that actively participate in the governance of the network

+1 on validators with voting record. Also, I suggest you considering delegating your tokens with validators that are involved with the communities.
