Take into consideration that Kava chain is working smoothly, the "problem" is on bep2 chain that is binance chain...how can Kava team have control on another team chain??

This has been an issue from day one. Binance controls deputy wallets. I think the intended way forward is for you to purchase kava chain assets for much inflated prices on KavaSwap and transfer your wealth out of the kava platform in that fashion. I will respond to your other questions. #1 - we don't know when Binance's Deputy team will refill the wallets next time. #2 - we have asked them to top up with 3m per transaction multiple times at once. However, Binance decides what they do on their end. #4 - Kava Chain and Binance Beacon Chain are both decentralized. Your funds are safe. The BEP3 deputy swap is just somehow odd and kind of centralized. I shared my other message about this. #7 - this week has been very overwhelming and I tried every bit of my best to get the deputy wallets refilled as often as I could.

You aren't wrong to say this. When BSC is bridged to the Kava Network after the Ethereum Bridge is enabled, then you will be able to move around BEP20 assets without depending on deputy wallets awaiting to be refilled.
