It sounds like he was saying there are multiple value propositions for casper. If eth transition fails, then casper is a serious layer 1 competitor to the other big protocols. If eth succeeds, then they likely win with all the tvl already tied into the network. In this situation casper still has a minimim value proposition as a testnet based on compatibility with eth ecosystem.
