Can you just explain shortly for my better understanding if

there are only 14.6mil QNTs, and they will be used for making transactions between numerous institutions (CB, ComB etc...) how come these institutions did not buy all of the QNTs already?

Same reason trucking companies don't hoard oil - they're not in the oil speculation business they're in the logistics/transportation business. They pay for the services/products that solve the problems they need solved so they can do what they do.

Furthermore current banking regulation (basel) requires to hold 1 euro for every euro in crypto, with other words it is expensive for banks for example in terms of risk weighted assets. Besides this there was a lot off unclarity in terms of accounting, at the beginning crypto is not labelled as a financial instruments in accordance with ifrs 9 but an intangible assets in line with ias 38. All of this unclarity makes it that banks are exposed to a lot of volatility without clarity.
