UTXO snapshot of Bitcoin blockchain was taken on December 1st 2019. You could then mint HEX by cryptographically signing a message containing your Ethereum address and broadcasting that message to the HEX contract. The frontend took care of it, so it was just a matter of few copypastas and clicks.

You would send it to the smart contract, not a website. The website only has frontend code that compiles a message for your wallet to sign and broadcast to Ethereum. You can do the same with any other frontend including etherscan.
