Seems out of 10.08m Yes votes 9.78m is from Validator votes leaving around 300K from direct users and around 130K in No votes (inc No with Veto) Validators tend to to vote Yes unless they have strong views themselves or see vey strong community voices against it If you feel strongly you can contact valdiators direct and explain your concerns

Can you explain me how its possible deducting from "17 to 13.5" when "20 to 17" doesnot passed? shouldnot submit proposal for deducting "20 to 13.5" or i missed something about this weird actions?

It already passed on prop #85 Prop #88 was copied from #85 and edited but the title not changed so the correct version was resubmitted a few hours later as #89
