I'm not confident I know what I'm reading. Would this imply 100000000 satoshis, or 1,000,000 XEC rather than $1,000,000?

I believe the code uses Satoshi not XEC unit. Which means it would from what I see be a minimum of 1 million XEC Having said that I could be wrong. Easiest place to ask would be the Electrum ABC group or @PierreK (dev of Electrum ABC) directly. He should be able to tell you 😊
