Another signal of progress as discussions around opening up deposits

Haters will tell you the protocol is dead and that liquidity won't come back. I disagree and feel that opening up deposits is an easy way to find out. Worst that could happen is that liquidity doesn't come and we are no worse than we are now. Please take a look and comment.

My vote would be to open all deposits on V3 at this point, continue with additional revenue idea development and continue to discuss any tweaks to the protocol for managing fees as they come in to shrink deficits, while also bringing back good yield opportunities.
