Community pool funding was already increased by changing inflation from

20% to 100%. Why do we need to redirect another 3.5% from stakers rewards? adding 3.5% to existing 80% is relatively small. such reduction for staking rewards just encourage people to stop staking and increase selling pressure.

is there anywhere transparency on how the community funds are being used?

as per my understanding proposals are just symbolic gesture which has nothing to do with the actual onchain execution. So regardless of voting, owner of the smart contract can execute whatever they want whenever they want. we already saw example of this when luna fiasco spilled over to kava. no voting was required to make urgent changes. Can you share all addresses which are being used to store community funding?

I see. I will take a look, thanks. But I think we need transparency for community pool. there should be public record of each spending.

It requires a governance proposal to move funds from the community pool. No one has access to it but submitting a proposal to move funds out of the pool if the proposal passes.
