Yes, it’s used to resolve orphan races before the next block. But you could also use it to deny a miner‘s blocks
I thought, when there is no conflicting block (yet), avalanche would immediately (in seconds) settle the first block. So, IIUC, only way a block can be denied is when there is another conflicting block to vote for -- otherwise block gets finalized immediately, isn't it how it works?
I didn't understand how miners could reject a block in avalanche either.
I guess if a miner decides to create a long list of empty blocks even when there is many transactions waiting in the mempool (which in effect could be seen as an denial of service attack), avalanche could be used to start to ignore that miner.
