the proposal but in the voting 98% voted yes??

Maybe because validators and users which are not most active here wanna let to know Kava team that it is worth to cooperate with propo sers , do some negotiation and make a deal. Everything is in the Kava team hands. But for that if i see situation correctly kava team should vote NO and new agreed proposal will come out. If Kava team will vote Yes it will be something think about...

Tharsis already put proposal in front of team before putting a gov proposal. They didn't give any feedback, so the team's vote is a yes

I noticed several validators that rarely vote have voted including sikka who almost never vote and SG-1, I'm assuming they all run validator nodes on multiple chains and so are looking at the benefits to other chains in addition to just Kava
