Am I right in thinking that some of the design

of HEX is such that RH cannot alter the asset without consensus similar to the setup of Bitcoin, where as Etherium can be tampered with by Vitalic?

You’re confusing a smart contract with a Layer 1. L1s can always be changed (with consensus), Smart contracts with no admin keys (HEX) cannot. If a bug was ever found in HEX (unlikely at this stage) users would have to be airdropped their tokens to a brand new contract. The old contract would still continue to run forever since it can’t be stopped, just no one would use it. This is why there are versions 1, 2 and 3 of Uniswap. When they want to add updates or improvements they have to create a whole new contract since there are no admin keys for the old ones.

HEX on Ethereum network is not a wrapped token. Bridged tokens such as HEX on Polygon or Gnosischain are wrapped HEX tokens. The inflation rate is decided collectively by the staker class. It can be negative or positive. Last year it was about 1.5%.
